The pumped storage power station (PSPS) is a special power source that has flexible operation modes and multiple functions. With the rapid economic development in China, the energy demand and the peak-valley load difference of the power grid are continuing to increase.
The expansion is driven mainly by local governments and lacks coordination with new energy stations and the power grid. In some regions, a considerable storage oversupply could lead to conflicts in power-dispatch strategies across timescales and jurisdictions, increasing the risk of system instability and large-scale blackouts.

The energy storage system includes 1×5 MW×2 h LiB, 1×2 MW×2 h VRFB. And the wind power of 99 MW had been put into operation in August 2012. The system is connected with the 35 kV bus. Through intelligent control, the system stores and releases power according to the coordinating with wind power.
But the risks for power-system security of the converse problem — excessive energy storage — have been mostly overlooked. China plans to install up to 180 million kilowatts of pumped-storage hydropower capacity by 2030. This is around 3.5 times the current capacity, and equivalent to 8 power plants the size of China's Three Gorges Dam.
The addition of power supplies with flexible adjustment ability, such as hydropower and thermal power, can improve the consumption rate and reduce the energy storage demand. 3.2 GW hydropower, 16 GW PV with 2 GW/4 h of energy storage, can achieve 4500 utilisation hours of DC and 90% PV power consumption rate as shown in Figure 7.
